Unlocking Economic Potential: The Fraser Highway Employment Lands Initiative

The Township of Langley is embarking on a major project with the potential for transformative results with the undertaking of the Fraser Highway Employment Lands Area Plan. This strategic initiative aims to bolster the much supply of industrial lands in the region and will undoubtedly and create substantial employment opportunities for local residents as the Township of Langley continues on its remarkable growth trajectory.
The Vision for Industrial Expansion
The Fraser Highway Employment Lands encompass approximately 500 acres along the Fraser Highway corridor between 228 Street and 240 Street in the Township of Langley (TOL). These lands are situated outside the Agricultural Land Reserve (ALR), thus presenting the opportunity for industrial development without encroaching on protected agricultural properties. The thoughtful and strategic planning of these lands is poised to ensure the effective utilization of industrial sites, thereby increasing the non-residential tax base and fostering economic resilience within the TOL.

Engaging the Community: A Collaborative Approach
In January 2025, the Township hosted a Phase- 3 Open House, inviting area residents and those potentially impacted by the changes in land use to provide feedback on the draft area plan and policy language. This collaborative approach ensures that the plan generates "buy-in" from local stakeholders by providing a forum for people to voice the concerns of the community.
Phase 3 is ongoing, with work on the draft land use plan and policy language set to commence in Winter 2025.
Navigating Regional Growth Strategies
A pivotal aspect of this initiative involves the potential re-designation of the lands within the plan area from 'Rural' to 'Industrial.' This change is contingent upon approval from the Metro Vancouver Regional District Board to amend the Regional Growth Strategy—Metro 2050. Given the recent controversies and proposed changes to the Metro Vancouver Board, it will be interesting to see if this project ends up locked in bureaucratic limbo, holding back the development of much needed industrial product- warehousing and otherwise.

The Fraser Highway Employment Lands Area Plan represents a forward-thinking approach to economic development. By expanding the industrial land base, the Township is not only addressing the pressing need for employment lands but also setting the stage for long-term economic prosperity.
